    It looks like a file permission problem. Check your filesystem permission for the apache user (or with what user you execute the server).

    We can’t reproduce your error. Please ask your hosting provider if you can use the function move_uploaded_file. If the response is positive, ask them about the problem you are facing as it seems to be a permissions problem then.
