Error persist for weeks

Hello,
We usually get around 10 orders per day before, but we did not get any order since last upgrade.
1# We noted errors persist for week on Paypal developer account.
2# We noted customer failed to payout on Google GA4.
3# We noted failed order, https://prnt.sc/ZHS8ws0YWUO_
and some customer report us that they cannot payout but there is even no failed order record on our woocommerce order list.
We would like to check several points:
1.We tried disconnect, and then re-onboarding, Resubscribe webhooks, Webhook simulation, The webhook was received successfully.
But, it seems only related to the Sandbox but related to Live mode, and here is part of on Woocommerce -status-log, is that expected log?

is that right?
3# We are chinese seller, so our Paypal account is from Paypal China. We only use Standard Payments and Standard Card Button.
Two points here:
(1)On our Paypal business account, Account Settings—Payment preferences—Block payments, it show like the following screenshot, is that right setting?
(2) Account Settings–Website preferences, there is no auto-return setting, is that right?
Is there any thing else that we should check if all of setting is correct?
