I’m afraid I’m not sure what you’re speaking of. Which options are you trying to activate? Can you tell me exactly which page you are going to and what you are clicking? It would also be helpful if you can include a screen shot, and if possible, a link to your site.

So this happens specifically if you try to enable the WordPress.com toolbar option in settings?
Can you please give a link to your site so we can check the Jetpack connection for any errors? You can also check it yourself on this page:

No it happens for all options that are not activated by default after installation. So I still have some options active well.

I have the same results with Safari Macbook Air, Ipad and Windows 10 Chrome !

Yes, the plugin works fine. For example I get stats from my site & and from wordpress.com
