Update:
I tried creating a new property within Google Analytics, refreshed Site Kit and tried to set up using this new property, but then I got this error message:
Error: Quota Error: User Rate Limit Exceeded.
@supportedbusiness Thanks for getting in touch and for sharing the updated information regarding the quota error you are seeing. This error can occur when the individual user quota limits have been exceeded and are typically resolved within an hour so you can try again later. This is to prevent abuse, Site Kit has a limit on the number of “writes” per hour per Site Kit user, where the creation of an Analytics account, property, and/or view via Site Kit is a “write.”
If you continue to see this error or any other error after an hour then please let me know and we can look into this further with you. You can also share your Site Health information and I will happily review this to see if I can see anything of concern with your setup. You can use this form to share privately if preferred.

I understand the second error (partly, although I Don’t agree with why I’ve hit this limit), but do you have any idea regards to the first error (the internal error)?
@supportedbusiness The internal server error could be for a number of reasons. Could you please share some additional information which may help with this:
- Do you see any warnings or errors when checking your Site Health status (Tools > Site Health > Status), which differs from your Site Health information requested above? Such errors may include REST endpoint references.
- When checking the Site Kit dashboard from a Chrome browser incognito window does the same occur?

- Nothing at all in the console when running the Site Health information screen I’m afraid. It appears the REST API is all working fine.
- Yes, exactly the same happens when running in an incognito window.
Unless this is within a log file somewhere, would you say this is going to be an error message coming from Google’s services, or from within your plugin itself?
Does the plugin provide any logging information independently?
@supportedbusiness Thanks for checking all of this and sorry to hear you still face the issue. We may need to check log files which we can do via a third party plugin and Chrome DevTools but it would be good to rule a few other things out before we do that.
Could you next try going to this URL which will create a temporary test WordPress site for you with Site Kit pre-installed. Set up Site Kit and follow the usual set up flow you have been doing and report back on whether you see the same issue as you do on your own website. If you don’t encounter the same errors reported then this points to the issue being at host/server level.
If you continue to see the same on the test site then we can continue to troubleshoot the issue.

I’ve proceeded as per your instructions, thinking it would be best to create a new property within the GA account for this test. That process seemed to work fine on your test URL.
So given this then, I’ll raise a support ticket with the host this website sits on, and will try and go down that route.

Just to update you, I explained to the host what’s happening, they’ve gone to replicate it, and have stumbled into the ‘User Rate Limit Exceeded’ message.
They’ve somewhat batted it back to the plugin, although stated they’ve removed a rate limiter on the package, just to confirm it’s not on their end. As of yet, they haven’t experienced the initial error message I have. I’m still waiting for them to come across that.
But wanted to update you, as I told the host it’s starting to feel as though i’m being bounced between the two, which obviously isn’t helpful.
So I just wanted to ask, is there any adjustment that can be done on the plugin side to perhaps lift any limits the plugin might be setting?

@supportedbusiness Thanks for the update and I understand your frustration with this. Unfortunately, there isn’t anything we can do on the plugin side with regards to the user rate limit as this is set by Google.
Please do let me know how the further checks go with your hosting provider and if you continue to face the issues. Are you still seeing the initial error or is it just the User Rate Limit Exceeded you see at this stage?
