error with compat.php

Hi, All!

I was migrating my site from an old webhost to a new one and I get the following error:

Fatal error: require() [function.require]: Failed opening required ‘/home/rsbened/domains/profeb.com/public_html/wp-includes/compat.php’ (include_path=’.:/usr/local/lib/php’) in /home/rsbened/domains/profeb.com/public_html/wp-settings.php on line 207

I’ve changed the permissions on the compat.php file, I’ve reuploaded wp 2.7, I’ve deleted and reuploaded the wp-includes folder. I don’t know what else to do to get this error to go away. I’ve googled the error and tried all suggestions, but still no use. Help???
