Hello jakedixonesh, I trust all is well!

This error may be caused because you are trying to add a user with the administrator user role. Administrators already have access to the protected content already.

If this is not a case, please run a check for a conflict with a plugin and theme.

Switch to a default WordPress theme, deactivate all other plugins and try again to add a new user. If everything is well, activate one plugin at a time to find the one that causes this.

Follow the flowchart from our Getting Support manual:
    https://premium.wpmudev.org/manuals/using-wpmu-dev/getting-support/

Let us know how it went!

    Cheers,
    Nastia
