It should work for pages. Your issue might be with the fact that notifications weren’t working if a channel wasn’t set but that has been resolved and will be out in the next release.
There is a notification when the post status changes (it’s under “When a post is updated”) but it would seem there’s no notification if a contributor submits a post for review or saves as pending. I will add that to the list.

I’ve added notifications for ‘When a post is drafted’, ‘When a post is pending review’, and ‘When a post is scheduled’ that will be out in the next release.
