Exceptions for multiple groups not stacked

I’ve set an Exception for {All} and {Anonymous}
There’s

• a role [Role 1] with exception ‘Read (all post types)’ ‘Also these’: ‘Category 1’
• a role [Role 2] with exception ‘Read (all post types)’ ‘Also these’: ‘Category 2’

A user which has both these roles (can be done with this plugin: https://ww.wp.xz.cn/plugins/members/) can only see one of the abovementioned categories, presumably the one of the most recently assinged role.
I’d expect a user with both the roles to be able to see both abovementioned categories, or am I wrong?
