Is there a way to send to subscriber role but exclude some(unsubscribers)? Adding users manually to exclude is fine but want to include at bulk like using roles.

It would be possible by creating a custom recipient. If you purchase the Custom Fields extension I can provide an additional extension that will allow you to query the users by their meta value.
