Why are you adding an executable shell script in the plugin ZIP file?

That is a .sh extension, not a .zip executable.

The name is build-plugin-zip.sh as the extension.

Make sure you download WooCommerce from the official URL that is the one below. The zip file here doesn’t include the directory woocommerce/packages/woocommerce-blocks/bin/.
