Execution TIme Exceeded on Restore

I have successfully made a ZIP file from WP clone, but when I go to restore it I get:
Fatal error: Maximum execution time of 300 seconds exceeded in C:\xampp\htdocs\newdomain.com\wp-content\plugins\wp-clone-by-wp-academy\lib\functions.php on line 253

I have searched through the net for solutions and have edited execution time in php.ini etc but without success.

I am attempting to restore the WP Clone zip file on a local host(using Xampp), on a new domain.

1. What steps do I need to take?

2. If the above does not work, how can I restore my local site back to how it was. What happens currently is that I have to blow away the whole local site because everytime I try to open it, I get redirected back to the online (original) site after trying a Restore.
