Exlude specific files from offloading

Hello,

is there a hook to filter a specific file to not be offloaded to S3?
I created a plugin with a form where users can submit a image. There i use the media_handle_upload() function. Images uploaded via this form should not be uploaded to S3.
Is there a easy solution for this?
