Hi,
is there a built-in function to export the plugin settings? If not, is it enough to export the forum database tables? Or would I have to export values from the options table?

There is no option for that. Settings are stored in wp_options table. You can search all those with wpforo_ prefix, then export. in target database, you should delete those settings in database before importing.
