Correct, the regular import does not import the meta data. However, after you have imported normally, run the import process again with Nav Menu Roles’ importer and all the meta data should be added.
I’m still looking for something that imports/exports just the menu, but haven’t found it.

It is in with all the other Importers. Go to Tools > Import. See the screenshot:

If you export *all* your content, the menu meta data *is* there. Weirdly, it gets dropped by the WordPress importer plugin. Run that same full export .xml file through the Nav Menu Roles importer and the meta data will be added to the menu items.
It won’t be added to core, I’d imagine, but I’d love to see the WordPress Importer plugin get an update.

Yes, you’re completely right.
But it’s common for plugins to have import/export functionality outside Tools admin menu.

That’s true. I figured users would already be going there to import their regular content. Copying the regular importer was the easiest for me, because import/export isn’t my thing. I would much rather prefer that import/export be handled by that specific plugin, but http://ww.wp.xz.cn/plugins/wordpress-importer/ was falling short there so I tried to fill in the gap.
My form should be fixed now, thanks for pointing that out.
