Does this plugin only convert images in library to webp? Or this plugin can convert external images to webp?

I insert images from specific url. So all of images in my website does not upload in my host (in wordpress library).

For example:
My wordpress is domain.com and I upload all images to file.domain.com

Can your plugin convert these images to webp?
