I don’t believe this can work per page by using popup as a popup is a separate custom post type in case this is what you’re looking to do?

I didn’t manage to make this work with popup plugin, why don’t you try any of the facebook like plugins that would allow you to to do the similar thing? You can try thsi plugin https://ww.wp.xz.cn/plugins/facebook-like-send-button/ that would add the like button in the popup out of a box.
