Here is a list of plugins on the site. I have tried troubleshooting and the issue still persists when disabling all plugins except for CF7.
I am using a custom Genesis Child theme.
Not sure what is going on..

Try switching to the default theme, deactivating all plugins excluding Contact Form 7 and Health Check & Troubleshooting, and clearing all cache data.
Why you are advised to deactivate plugins and switch to the default theme.

I’ve switched to Twenty Twenty and deactivated all plugins. I’ve added bootstrap to the theme to test and the form now submits in the bootstrap modal…
Does this point to my Genesis theme being the root of the problem?
