Failed Installation

Hello

I am new to WordPress, but not new to data driven software, setting up databases, etc. My installation is not happening. When I activate the install.php I get a blank page.

I have re-uploaded all the files. I have deleted and re-created databases, user names and passwords three times. I have tried different table prefixes. I used the code generator to create the key codes. I am very sure the database information in the config is accurate. I am not sure about the DB_COLLATE (I left it blank). I also left the WPLANG blank as well. The codex instructions talk about a url to the blog, but that does not seem to be a part of the 2.7 config as the defining path variable is below the “STOP EDITING” comment.

What am I missing??
