you can setup an email to be sent to admin when an order’s status changes from pending to failed. You would not get the text of the order note in the email, but you would get notified straightaway that a payment had failed.

Thanks Lorro. Yes I am already getting order failed emails. I just want to have Store Admins get the “note” details so they know why the order failed without logging into the store backend.
