Failed Orders bot attack help

We had, I’m assuming, a bot attack attempting to buy the cheapest items in our store, where all the orders failed due to the payment processor not letting it go through. I use the PayPal plugin to process payments. How do I stop this from happening. Also, I have reCaptcha and Cloudfare running.
