Its look like a plugin you are using in your site is also using TGM_Plugin_Activation, but they are not checking if function already exists.

I will add prefix to my function.

for now, open file
wp-contents/plugins/anspress-question-answer/anspress-question-answer.php

Now go to line 252, and delete line or comment it:
require_once ANSPRESS_DIR.'includes/requirements.php';
