You are using the an XAMP localhost, I would say if you could try also MAMP for Windows, which normally is better.

So from the looks of your ScreenShot your local installation cannot reach the ww.wp.xz.cn repository files, which I cannot solve for you unless you can change the XAMPP to another localhost Application.
