Try re-uploading all files & folders from a fresh download of WordPress.
@conorthomson, this error is common if there’s a problem in one of your plugins. I appreciate this is a fresh install but is it possible you previously installed WP using the same database and directory?
If so, remove your plugins with an FTP client (/wp-content/plugins/) to see if that helps.

I’m getting something very similar when I try to log-in, and it won’t let me get past this screen — refreshing and going back aren’t helping.

@karoun use FTP to rename the twentyten theme folder to f8-lite. Remember to rename the original f8-lite folder to something else first.

No! Just rename wp-content/themes/f8-lite to wp-content/themes/f8-lite-old.
@karoun your theme is not compatible with WordPress 3.1
FTP into your server and rename your folder (f8-lite) to something else. When you reload the admin, it’ll default to the default theme and let you load.
