Fatal error: Uncaught Error: Call to undefined function is_woocommerce()

When I activate the EASY TABLE OF CONTENT plugin, at web page home, presents the next error:

There has been a critical error on this website.

I updated the PHP to the las version, and we uninstall and install again it.
The TOC is not presented in the web pages at all.

Actually, to avoid show the error to the end users, I deactivated it.

What could I do ?
