Fatal error: Uncaught Error: Call to undefined function wp()

Hi

I did try to move a website to local and install it. On setting everything up I am getting this error. I thought it might be the issue with plugin or themes. Even I disabled it but it was still showing same error I am not unable to understand it. Any help will be grateful.
