Fatal error when making new role

    I get the following error when trying to make a new role

    Fatal error: Uncaught Error: Call to undefined function utf8_decode() in /var/www/wp-content/plugins/user-role-editor/includes/classes/ure-lib.php on line 1494

    I am using the following:

    Debian 64bit
    NGinx
    PHP 7.1
    MariaDB 10.1
    WordPress 4.8.1

    I used an underscore in the role ID and two words in the display name (ID but without the underscore).

    Any ideas?
