Fatal error with PHP memory always exist

    Fatal error: Allowed memory size of 67108864 bytes exhausted (tried to allocate 208897 bytes) in /home/a6365748/public_html/wp-includes/pomo/streams.php on line 139

    1, I ‘ve already tried to add “define(‘WP_MEMORY_LIMIT’, ’64M’);” to my wp-config.php;I checked that my host offer PHP memory limit of 64M.
    2, I ‘ve also already tried modify the .htaccess file.
    3, and I tried stop all the plugins

    but I still can’t log in to admin.
