fatal error wp-setting.php

Here is the error message i’m getting on my site

I’ve tried deleting the theme and changing the name of the plugins folder but noone of that seems to be working. I was trying to update to wordpress 4.0 but the installation failed. I changed the disk allocation of the site via WHM and thats when I got the dreaded “white screen” I’ve managed to at least get the errors up by changing my wp-config file. Any ideas anyone?
