We will take in count in the future (more than as a built-in feature as an add-on)
But this need looks that could be solved through one of the contact forms plugin following the next:
1 – Setup the form you want with a contact form plugin (they have fields to load users or posts inside a dropdown, so you can get almost everything you need here)
2 – On receive a form submission (almost every form plugin supports send to you an email), simply award to the user the achievement specified in the form
At this moment we are more focused on release gamification focused add-ons (plus the full list of features we have for GamiPress and current add-ons)
For that you could get this feature on your website through this custom setup I explained to you

One of the “other” systems does have a nomination capability. Any nominations on that system are manageable from the admin interface, where the nomination can be reviewed, and awarded by clicking. Just another thought.
About your suggestion – would the form have the ability to pull the achievements into a list that are admin awarded? Is there a shortcode for that?

I know that BadgeOS has a submissions and nominations module
From our side, We don’t understand it as gamification feature to have, at least, as a priority feature right now (and much more when is posible to perform with a contact form plugin)
About my suggestion, just check any of the form plugins provided on WordPress (Ninja Forms, WPForms, Forminator, etc)
And, to pull achievements, you will require that the form plugin to have a field to pull WordPress posts of the type of your choice
