Yes, TranslatePress does have an API that your app can use to access the translations. This is processed through the translation engine in TranslatePress. You can access it via the language prefix at your desired endpoint. For instance, to access translated posts, the endpoint would be /de/wp-json/wp/v2/posts (for German translations). This applies to every REST endpoint which is processed when accessed via the language prefix.
