I think a really useful feature would be to have to option of auto-generating the list attachments for a post. With the added option of having it automatically added below the_content or manually via theme template.

Simply make additional term in taxonomy (category) and add it to all Posts having Download attachments. Then list it as Archive/Blog list/template. You have all WP native things, pagination right done too.
