Fee and roundings

I notice for a while a little problem in the fee calculations. It’s not huge, but it gives my accountant a headache.
Let me give you below example:
The fee is calculated on the items and shipping only, in this case €24.76. The VAT is 21% and the fee is VAT charged, so the net fee is: €1 + 2.99%
So above example should be: €1 + (24.76 * 2.99) = €1,74032. But the fee is showing 1,73 (or even less).
Do you have any idea why this is and how I can resolve this? Every fee shows this (rounding?) problem.

Update: I found a similar order without discount coupon, which seems to show the correct fee – pay for payment:
Seems that the discount coupon is influencing the calculation? Coupons are not enabled for the percental payment fee calculation.
I have added up till 4 decimals, this is the result from the first above screenshot:
To reproduce this order:
– 4 items, each €7,49, inclusive of 21% VAT
– 4 coupons, each €0,50, inclusive of 21% VAT
– Shipping: Free
– 1 payment fee; fixed 1,21 and percentage 2.99, inclusive of 21% VAT, see below settings:
