Fee is Added Twice

I have this set to add a flat $2.75 fee to any order. It does this fine. The problem is that whenever I add a coupon to the order, the fee appears twice. When you click “Proceed to Checkout” the double charge goes away. How can I fix this bug? I am using WP 3.9 on a Genesis theme, using Woocommerce 2.0.20.
