It does not include refund amount to Admin Fee.
Between, how are you processing refunds? Directly as Admin from WooCommerce orders or using WCFM refund module?

The refunds are being processed by the vendor.

The circled fees include the transaction charge I apply but then also includes any refunds that had taken place on that order

No was placed using the normal stripe payment gateway.
