I have found the Problem…
Uploading files fails for certain extensions, including .docx, .pptx, .mp3. Trac ticket #39550 For now, use the Disable Real MIME Check plugin and remove it as soon as 4.7.3 is released.

– That is site wide notification. You can hide that. go to back-end Front End PM > Settings > General

I want the Side wide notification but the red box comes without text and always after ca. 20 sec. also when no new Messages comes.

The Problem with the red box was from my Child Theme. So I´ve fix it.
