I can see the following block of css code.

.header-pattern,
.footer {
	background-image:url(pattern_8.png);
}

and the following.

.header, .footer {
    background-image: url(../evolve/library/media/images/pattern/pattern_8.png) !important;
}

Maybe the theme code should produce the “full” background image URL.
http://www.standrewsbeach.net.au/wordpress/wp-content/themes/evolve/library/media/images/pattern/pattern_8.png

Or remove the duplicated code to fix this issue.

I am not sure, this could be a bug.
I will try to contact the Theme author about this issue.
