File Manager Plugin

Hello guys, so i am in need of an interface to be able to provide “users” the ability to “download” and “manage” forms, which plugin is good to download and manage user files? I tried ninja forms but is a bit limited and buggy, I need the users to be able to:

-Download forms according to their membership level

-each user can download, edit and save the forms without affecting users that use the “same” forms, so when a user edits a form it saves it under his/her account files

-notify admin when a user modifies or downloads a form
