File Permissions

I just looked at a site that has updated to 4.3.1 via ftp and noted that some files are now 755 not 644 is this right? Seems odd to me. The ones I spotted are in wp-includes. media.php is 755 as are a few more.

Anyone know if this is how it should be needs to be?
