Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.

My first step was to switch all themes back to default, remove all plugin from the site its self and try re uploading them one by one. I have JUST JUST reinstalled WordPress. Right from the ground up (minus the wp-contents) folder. I read these instructions on a blog post before I posted here. I guess I should have stated what steps I took >_> LOL.
I currently have 4 networked sites, and only one of them works for uploading image. the other three do not.
edit: now, after that install – none of them work for uploading images….
Ah! Is this a multisite install?

Yes. I have even, as stated, went into each of the sites options, via network/sites and then went into there options and changed there upload path from files to wp-content/uploads and even done this for the sitename/wp-admin/options.php
still 3 of them say sitename/files for the image and one sais sitname/wp-content/uploads but the images are broken….when it was working…
Note: For one of my sites, images are uplaoding to the specified location of wp-content/uploads how ever they are showing up in the media uploader as broken, and trying to navigate in the browser to said image gives me a 404. How ever going through cpanel I see the image at the location….
