Files not in admin panel

Users can upload files but the only ones showing in the admin panel are the ones I upload . So to get any sort of edit control I have to download the file . Go into ftp and delete it from the folder , resync and upload . Its a bit of a nuisance and defeats the object of users uploading directly themselves .
