Filter/Rule Limit or something else?

I have around 400 filters set up that exclude products from the feed. It will not let me add anymore. Whenever I try the filter/rule page just refreshes and the new product is not added. Is this a limitation or is something else wrong?

I have already tried:

Disabling/re-enabling the plugin
disabling all other plugins
cron is on
turned logging on / no errors reported
no console errors reported

Did notice these notes in my debug logs after hitting save:
