This sounds like a permissions issue with the plugin installation. Did you try to check if the plugin folder has the right permissions ?

How can I check the permissions of plugin folder, should I verify with the admin of host serveur of my site ?
Check that you have 775 for all files and also owner and group are as expected
Ad Changer also created a folder inside the uploads so this also needs to have the correct permissions
Please check CM Tooltip server info tab (in the plugin setting) to see if any error message is shown

wp-content plugins = changed to 775 (also each files inside)
Nothing changed ; “You do not have permission to access this page.”
