Yes, you can use our cart conditions feature for this scenario. You can use Cart Condition: Total Customer Spend to check if the customer has spent a certain amount, eg less than $4 or whatever the cheapest product you have in your store.

You can also it with a combination with Cart Condition: Within Hours After Customer Registered so it would create urgency for the customer that recently register themselves to make an order to get the coupon/discount.
