Fixed Widget Not Working on Sidebar

I am having trouble with my sidebar widget, custom-html-3. I have tried both enabling the Fixed Widget checkbox in the Widget panel and adding custom-html-3 to the Custom HTML IDs under the Fixed Widget Options (both separately and together). I’m not finding any console errors either. Can you take a look for me?
