Using the URL to an image file didn’t help me. The flags refuse to show up in the back-end and the front-end. I tried using the permalink to an image within the WP site, and I tried a link to another flag on the same server. Didn’t work.

In this case you have js error in your site backend, which terminates working of another scripts – define it and fix. When you click insert flag – is it appearing instantly in the settings page?
If that’s the case, it’s strange that the other js codes are working
