Flags Repositioing / Screen Minimisation

    I have a problem when I minimise my screen. When I minimise the screen ‘a little’ the flags, which are positioned to the right of my menu, relocate to under my site title. When I minimise the screen a little more the flags go into a nice little drop down menu. How do I prevent the flags from appearing under the site title and just go straight to the drop down menu when the screen is minimised to an extent that requires them to do so?
