The following is the explanation for that option.
This option sets the default font size applied to any text element of your website, when no font size is already applied.
The HTML code that you had inspected in your developer tools should have it’s own font size css code in parent theme, which is why it does not change when you make changes to that option.
You need to write your own custom css code in your child theme’s style.css to override the font size.
You can hire a developer from http://jobs.wordpress.net if you require help in writing custom css code.

Daniel just out of curiosity will the customizr pro theme allow you to change font size if you upgrade? OR would you still need to hire a developer?
