Please, make sure you have set the correct URL for preloading. The one you are currently using is for an HTML implementation.
In order to fix the issue, you are having, go to Front-End Optimization, Enable the Web Fonts Optimization, remove the current font you have preloaded and use this URL `https://fonts.googleapis.com/css2?family=Cairo:wght@200;300;400;600;700;900

By the looks of it, there is an issue with some of the right-to-left fonts. We will provide a solution in the upcoming versions of the plugins. Meanwhile, keep the Web-fonts optimization disabled.
