We no longer ship translation files with the plugins. Please upload your translations to the ww.wp.xz.cn repo. Once you upload them, the translations will be available directly on your WordPress.

Correct @nicoleadoff , that is all that you need to do.
We have no control over the approval process. There is a team of locale editors who are volunteers and they are the ones who approve the translations. They always do their best with these things and if they have any questions they will contact you.
