I assume you mean the difference between Types and the rest of Toolset?
Types is a free plugin that let’s you add and connect all type of Types in WordPress.
Some ShortCodes are provided to display content as well, but most of the advanced display is done with PHP in your files:

The rest of Toolset includes CRED; Layouts; Access, Views and more.
Those are paid tools, to create Forms, Templates, Control who can do/see what on site, and create Lists of Posts (and much more)
Less PHP is needed here and there is more functionality.

The last question is if you let a free licence for the Toolset pack for little non-profit organization like many other plugins’ authors I already found for other plugins.
I have to create a website for an organization like this and they have to use only free plugins etc.
